Applying for Indefinite Leave to Remain (ILR) as a Zimbabwean in the UK

Indefinite Leave to Remain — commonly called ILR or settlement — is the point at which an immigrant's life in the UK stops being conditional. No more visa renewals, no more immigration health surcharge, no expiry date on your right to be here. For Zimbabweans who have built their lives in Britain, ILR is typically the final milestone before British citizenship becomes available.
## What ILR Actually Gives You
Once granted, ILR allows you to live, work, and study in the UK without any immigration restrictions. You can change jobs freely, access the NHS without the health surcharge, and sponsor eligible family members to join you on Family Visas. You can travel in and out of the UK as you please, provided you do not spend more than two consecutive years outside the country — doing so causes ILR to lapse automatically.
## The Main Routes to ILR for Zimbabweans
**Spouse or Partner Route (5 years)**
This is one of the most common routes for Zimbabweans. After 2.5 years on an initial spouse visa and a further 2.5-year extension, you can apply for ILR. The application form is SET M. Your relationship must still be genuine and subsisting at the point of application — the Home Office expects continued evidence: joint finances, shared accommodation, photos together, communication records.
**Skilled Worker Route (5 years)**
Formerly Tier 2 General, this route allows settlement after five years of continuous lawful residence on a Skilled Worker visa. The application form is SET O. You must remain employed in a qualifying role and meet salary thresholds relevant to your occupation.
**Long Residence Route (10 years)**
If you have held a combination of qualifying UK visas continuously for ten years, you may apply under the long residence route even if no single visa category would otherwise lead to settlement. The ten-year clock starts from your first date of entry, not visa issue. You can apply up to 28 days before reaching the ten-year mark.
**20-Year Route**
For those who have lived in the UK continuously for 20 years — whether lawfully or unlawfully — an application can be made under paragraph 276ADE of the Immigration Rules. This grants 30 months' leave to remain initially rather than immediate ILR.
## Core Requirements Across All Routes
**Continuous Residence and Absence Rules**
For the five-year routes, you must not have spent more than 180 days outside the UK in any rolling 12-month period during the qualifying period. For the ten-year long residence route, different rules apply depending on whether absences began before or after 11 April 2024 — those starting before that date were subject to a combined limit of 548 days total with no single absence exceeding 184 days. Exceeding the absence limits is one of the most common reasons ILR applications fail, and many applicants only discover the problem when it is too late. Keep a detailed travel record from the moment you arrive in the UK.
**Life in the UK Test**
All applicants aged 18 to 64 must pass the Life in the UK Test — a 24-question multiple-choice exam on British history, values, and culture. The pass mark is 75% (18 out of 24 questions correct). Official study materials are available and Zimbabweans, with strong English literacy and familiarity with Commonwealth history, tend to perform well. The test pass reference number must be included in your ILR application.
**English Language (B1 Level)**
You must demonstrate English proficiency at B1 level on the Common European Framework. For most Zimbabweans educated in the country's English-medium school system, this is not a significant hurdle. Acceptable evidence includes an IELTS Life Skills test result, a degree taught in English, or a recognised language qualification. Exemptions apply to those aged 65 or over.
**Good Character**
Serious criminal convictions can bar an ILR application. Even offences that resulted in suspended sentences or community orders may need to be declared. The Home Office conducts its own checks.
## Zimbabwe-Specific Considerations
**Document Authentication**
Zimbabwean civil documents — birth certificates, marriage certificates, police clearances — frequently require authentication before the Home Office will accept them. This usually means obtaining an Apostille from Zimbabwe's Ministry of Foreign Affairs in Harare, or having documents legalised through the British Embassy in Harare. Allow four to eight weeks for this process and factor it into your application timeline.
**TB Test (Entry Only)**
Zimbabwe remains on the UK's tuberculosis testing list. A TB certificate from an approved clinic in Harare or Bulawayo is required for visa applications involving entry to the UK — for instance, if you are applying for an initial spouse visa from Zimbabwe. The certificate is valid for six months. This requirement does not apply at the ILR stage if you are already in the UK.
## The Application Process
All ILR applications are submitted online through the UK Home Office website. The correct form depends on your route — SET M for partner routes, SET O for most work and long residence routes. After submitting the application and paying the fee, you must book a biometric appointment at a UK Visa and Citizenship Application Services (UKVCAS) centre to provide fingerprints and a photograph. Supporting documents are uploaded digitally through the TLS Connect system prior to the appointment.
Standard processing takes up to six months from the biometric appointment date. Priority services — available for an additional fee — can return a decision within five working days or even the next working day. As of December 2024, successful applicants receive an eVisa rather than a physical Biometric Residence Permit.
## Common Pitfalls
- **Exceeding absence limits**: Many Zimbabweans make extended trips home for family events, funerals, or caring responsibilities without realising the cumulative impact on their absence count. Track every departure and return date.
- **Gaps in lawful residence**: Any period where your leave expired before a new visa was granted — even briefly — can interrupt the qualifying period. Always apply for extensions well before your current leave expires.
- **Incomplete evidence of relationship**: For partner route applicants, thin or one-sided evidence of a genuine relationship is a common reason for refusal. Gather joint bank statements, tenancy agreements, utility bills in both names, and dated photographs consistently across the five-year period.
- **Unauthenticated Zimbabwean documents**: Submitting civil documents without the required Apostille or legalisation will cause delays or refusal.
## After ILR: The Path to British Citizenship
After one year of holding ILR, you can apply for British citizenship by naturalisation — provided you meet the absence requirements (no more than 450 days outside the UK in the preceding five years, and no more than 90 days in the final 12 months). If you are married to a British citizen, the one-year wait does not apply and the qualifying period for citizenship reduces to three years. The citizenship application costs £1,630 as of current rates.
