UK Spouse and Family Visa for Zimbabwean Partners: Step-by-Step Guide, Financial Requirements, and Common Refusals

Bringing a Zimbabwean spouse or partner to the UK involves navigating one of the most financially demanding visa routes in the British immigration system. The rules changed significantly in April 2024, and anyone planning a family reunification application must understand the current requirements in full before submitting. ## Who Can Sponsor a Zimbabwean Partner The person in the UK — the sponsor — must be a British citizen, or hold Indefinite Leave to Remain (ILR), refugee status, or humanitarian protection. Both partners must be aged 18 or over. The relationship must be a legally recognised marriage or civil partnership, and both parties must intend to live together permanently in the UK. The couple must also have met in person at least once — video calls via WhatsApp or Zoom do not satisfy this requirement. ## The Financial Requirement This is the most common reason applications are refused. Since 11 April 2024, the minimum income threshold is £29,000 per year (gross, before tax). This replaced the previous threshold of £18,600, which had been in place since 2012. The Conservative government had announced plans to increase the threshold further — to approximately £34,500 in late 2024 and £38,700 by early 2025. However, following the Labour government's election victory in July 2024, the Migration Advisory Committee (MAC) was commissioned to review the policy, and the threshold was held at £29,000 pending that review. The MAC has since recommended lowering the threshold to approximately £23,000–£25,000, though as of mid-2025 the Home Office is still considering those recommendations. Further increases to £34,500 and £38,700 are expected from mid-2026 if policy proceeds as originally staged. Only the sponsor's UK income is counted as standard — the Zimbabwean partner's overseas earnings do not qualify. If both partners are already in the UK and both have the right to work, income from both can be combined. For self-employed sponsors, or those who are directors of or related to directors of the paying company, at least 12 months of payslips, dividend certificates, and bank statements within the relevant financial year must be provided. Alternatives to salary income include: - **Savings**: At least £88,500 held for a continuous period of six months - **Combined income and savings**: If neither alone meets the threshold, the two can be combined under a specific formula - **Non-employment income**: Rental income, pension income, and certain investments may qualify with correct documentation Sponsors receiving certain disability-related benefits — including Disability Living Allowance (DLA), Personal Independence Payment (PIP), Carer's Allowance, Severe Disablement Allowance, or Attendance Allowance — are exempt from the income threshold. They must instead show the family will be adequately maintained and housed without recourse to public funds. ## English Language Requirement Zimbabwean applicants must demonstrate English language ability at CEFR level A1 for the initial spouse visa. The most common route is the IELTS Life Skills A1 test, taken at a UKVI-recognised centre in Zimbabwe. The certificate must be valid at the time of application. Exemptions apply for applicants aged 65 or over, those with a long-term physical or mental condition preventing them from taking the test, or those holding a degree taught entirely in English. Zimbabwe's education system is English-medium, but a degree alone does not automatically satisfy the requirement — the specific exemption criteria must be met. At extension stage, the requirement rises to A2, and applicants applying for Indefinite Leave to Remain must demonstrate B1 level. ## Accommodation Requirement The couple must show that adequate accommodation exists in the UK — either a rented property, an owned home, or a relative's property with written consent. Overcrowding rules apply, meaning the property must be large enough for all occupants without breaching statutory standards. ## The Application Process Applications are made online through the UK Visas and Immigration (UKVI) system. The Zimbabwean partner applies from outside the UK (entry clearance). Supporting documents are submitted digitally, and biometrics are enrolled at a Visa Application Centre — the nearest for most Zimbabweans is in Harare or Johannesburg. The application fee from outside the UK is £1,938 as of 2025. Applicants must also pay the Immigration Health Surcharge (IHS), which gives access to NHS treatment and is charged per year of the visa duration. A successful initial application grants leave to remain for 33 months (2 years and 9 months). This can be extended by a further 30 months, after which — with five continuous years of residence and the relationship still subsisting — an application for Indefinite Leave to Remain can be made. British citizens' spouses become eligible to apply for naturalisation as soon as ILR is granted. ## Key Documents for Zimbabwean Applicants - Valid passport - Marriage or civil partnership certificate - English language test certificate - Sponsor's payslips (typically six months for salaried employment), P60, employer letter, and bank statements - Evidence of genuine relationship: photographs together, communication records, travel history showing visits, joint financial commitments - Evidence of accommodation in the UK - Tuberculosis (TB) test certificate — Zimbabwe is on the list of countries where a TB test is required for visa applications ## Common Reasons for Refusal The most frequent grounds for refusal include: - **Failure to meet the financial threshold**: Submitting payslips without corresponding bank statements, or income that does not cover the required six-month period - **Insufficient evidence of a genuine relationship**: Sparse communication records, very few photos together, or inability to demonstrate knowledge of each other's lives - **Expired English language certificate**: The certificate must be valid at the point of submission, not just at the time it was taken - **Accommodation concerns**: Failing to show the property meets the required standard for all occupants - **Immigration history issues**: Previous UK visa refusals, overstays, or other adverse immigration history must be declared and addressed Refused applications can be appealed to the First-tier Tribunal (Immigration and Asylum Chamber). Given the complexity of these cases and the high refusal rate on financial grounds, professional legal advice from a regulated immigration solicitor is strongly recommended before submitting. ## Processing Times Standard processing from outside the UK typically takes eight to twelve weeks, though this can vary. Priority and super-priority services may be available at additional cost depending on the Visa Application Centre location.
