CBN Mandates Real-Time Liveness Checks and Device Limits for Digital Bank Accounts

Nigeria's CBN has tightened digital banking regulations by requiring all account opening and reactivation processes to include real-time liveness verification validated against BVN or NIN databases. Device limits have also been introduced to restrict the number of devices that can be linked to a single account, reducing vectors for fraud. The measures form part of a sweeping anti-fraud framework announced by the CBN in March 2026.
